The Ending Girls’ Incarceration (EGI) program is a prevention and diversion initiative designed to support girls, young women and gender expansive youth who are at risk of justice system involvement due to trauma, instability, and unmet social-emotional needs.
Rather than responding after harm occurs, EGI focuses on early intervention, relationship-building, and community-based alternatives that keep girls supported, connected, and safely rooted in their communities.
At Hooked on Fishing Not on Violence (HOFNOV), we believe incarceration should never be the default response to trauma. EGI allows us to disrupt harmful cycles by addressing root causes—before system involvement escalates. ![]()
Girls are often drawn into the justice system not because of criminal intent, but because of:
Traditional systems frequently respond with punishment instead of support. EGI shifts that paradigm by prioritizing prevention, healing, and accountability through care.
Our approach recognizes that strong relationships, trusted adults, and consistent support are among the most powerful protective factors for girls and young women.
HOFNOV serves as a community-based prevention and diversion partner within the EGI initiative.

Each participant is approached as an individual—not a case number. Services are tailored based on lived experience, risk factors, and strengths, recognizing that there is no one-size-fits-all path to stability or success.
EGI primarily serves primarily but not exclusively Black and Brown girls and gender expansive youth ages 14–24 who may be:
Participation is voluntary, strengths-based, and designed to avoid unnecessary system entanglement.
HOFNOV is committed to:

The Ending Girls’ Incarceration program at HOFNOV is made possible through support from
Sierra Health Foundation, the Office of Youth and Community Restoration (OYCR), and the Vera Institute of Justice.
This funding allows us to implement community-based prevention strategies and diversion-aligned approaches that keep girls supported, safe, and out of incarceration.
